Study On Public Policy Conflicts And Solution Measures About China

“Public policy is the authoritative allocation of the whole social value”, as an important tool to achieve government domination and management objectives, the efficiency and results of public policy are concerned by the whole society. Public policy is a set of expected behavior patterns which to guide the public. It provide the policy objects what can and can't,should and shouldn't do,and adjust the distribution of social resources and benefits. From the national level,public policy is the will and interests of the ruling class,and the important tool for government domination and management. The effectiveness of public policy embodies the government's authority, relating to the basis of legitimacy of government. From the social level,public policy is the regulator of social relations and interests,that regulates the distribution of social benefits,promotes reasonable use of resources,and provides protection for the realization of personal interests. However, public policy conflict which is the important reason for the policy failure has always accompanied the course of public policy development,blocking the effectiveness. Social contradictions and conflicts tend to diversification and frequent for the transitional China,which bring new challenges to deal with policy conflicts.Public policy relates to the legitimacy of the government,government's credibility,the rational use and distribution of social resources. It concerned by the public how the policy conflicts are effectively reduced. Reducing the policy conflicts and improving the quality of policy are the expectations of the government. This paper is focused on the phenomena of policy conflicts,the causes and effects,on based of which find measures to reduce policy conflicts. The purpose is to understand the the connotation, presentation,the view of policy conflict from relevant scholars on based of the research results from relevant scholars both from domestic and overseas. Combining our actual condition, basing on example of cases,this paper is hoping to find some reasonable suggestions to reduce policy conflicts in order to make the public policy play a better role.
