With the development of economy and the acceleration of urbanization, the Expropriation of the Housing on State-owned Land has become major problems for local governments to face and solve. As one of the most important private property for an individual, Housing deserves the most comprehensive protection for countries and the governments. However, various contradictions and conflicts on insterests triggered by the Expropriation of the Housing have become increasingly prominent. Taking public interests, National Civil Servant sometimes forcibly intervene private-property rights. The problems on administrative ethics anomie of Civil Servants increasingly presented. On the one hand, administrative ethics anomie of Civil Servants low the administrative efficiency, reduce the professional level and deviate policy direction, damaging the interests of the state, society and people. On the other hand, it violates professional ethics of civil servants, damage the image of the governments and reduce the public's trust to the administrative subject.From the perspective of The Expropriation of the Housing, with typical cases, this paper based on reality, and starts to discuss the problem on administrative ethics anomie of Civil Servants.
