A Study Of The Communist Youth League (CYL) Organization And The Youth Public Affairs Administration In Revolution Period

In recent years, the youth public affairs and the administration is an advanced issue in Chinese youth research domain. Based on meeting our nation's modernization process need and considering the innovation of youth work, this article defines the concept of youth public administration, and elaborates its characteristics and the functions by introducing public administration theory and combining overseas and domestic youth public administration practice experiences. And then through unifying our country's present system and youth's characteristic and taking participation of Lianyungang Communist Youth League (CYL) in the youth public affairs administration as the example, the article proposes the youth public administration pattern in revolution period.By using the literature analysis, questionnaire survey, expert discusses and cases analysis, this article tries to seek the universal law of the youth public administration, explore and construct the youth public affairs administration pattern. As a result of the administrative management is an interdisciplinary subject, it determines that this study will not be a pure politics research inevitably, or a pure management science research. Therefore, this research gains the experience data by using multi-disciplinary principles and methods and basing on the management principle construction analysis framework and sociological investigation method. This multi-disciplinary research tries hard to analysis and view the present situation and the development of government youth affairs administration from two angles of public administration science and political sociology.This article includes five parts:The introduction part briefs the research method, the objectives, the significance and the analysis frame; The first chapter defines the related concepts, summarizes the world youth affairs and the current research features, and defines the nature of Communist Youth League, argues the weakness of youth public affairs domain as well as the feasibility of CYL participating in the youth affairs management; The second chapter elaborates the youth public affairs'function and the characteristic in revolution period, the growing demand of the youth for the public affairs, and constructs the youth public administration pattern and the influencing factor theoretically; The third chapter introduces the current work situation of Lianyungang CYL participating in the youth public affairs administration, analyzes the working framework and status of Lianyungang CYL, and inspects the path of CYL participating in the youth public affairs administration; The fourth makes an empirical study on the work achievements of Lianyungang CYL participating in the youth public affairs administration, and proposes some suggestions of perfecting the patterns of CYL participating in the youth public affairs administration. It hopes this research could have a benefit to the reform and improvement of local youth public affairs administration.
