Research On The Problem Of Building The Service-Oriented Government Of Handan City

The seventeenth Party Congress and the seventh session of the Second Plenary made new requirements for our country's Administrative Reform and give a comprehensive plan. On February 23, 2008, General Secretary Hu Jintao in the Central Political Bureau of the fourth group study pointed out that innovating China's administrative system and building service-oriented government. To construct the service-oriented government, not only conducive to the functions of the government's economic transformation, more importantly, but to promote transformation of the mode of governance; not only be beneficial to the government for economic development to provide a good market environment, more importantly, but to promote the basic and guaranteed service for economic and social coordinated development; not only be beneficial to the adjustment of the system of government, more importantly, but to make the "Reinventing Government "; not only be beneficial to the theory of the government development , more importantly, but to promote the process of building a democratic society, so building the service-oriented government for China's administrative system reform and innovation are of great significance.The study of service-oriented government is not only a major issue in our China's current government, but also the development trend in the world. Handan City have also been exploring and trying the construction projects on service-oriented government. But because lacking the guidance of a relatively complete theory on service-oriented government, and our local governments have built various forms, lacking of the standardized experience, therefore, there have been some problems and shortcomings. This essay introduces the theories and practices in detail about service-oriented government, analysis the status and problems of the construction of Handan City, and discusses the causes in deeply, combining with the actual. Finally, I give the measures and proposals for future service-oriented government of Handan city, basing on learning from the advanced experience of domestic and international service-oriented government, and basing on the actual city's. I think this essay will have a certain reference value for Handan's construction in the future.
