Research On Construction Of The Aged Security Service Chain

With our aging population are more and more, government's pressure of the aged security services is increasing gradually. How to use limited resources to meet the needs of the aged in the greatest degree has become a government's serious problem. Leading the service chain theory into public management, establishing the aged security service chain and clarifying position, role and responsibility of government, enterprises and individuals, have theoretical and practical significance for the allocating resources rationally and mobilizing the whole society to participate in the aged security service. Based on the analysis of the domestic and foreign status of the aged security service and the aged security service need, I generalized four main areas of the aged security service need:the aged care service, medical care service, entertainment service and life counseling service. Depending on the needs of the aged at different levels, I establish the aged security service chain. It includes three parts, the first part is the aged security public service chain which makes the government and relevant organizations as the main body to provide low-income or disabled the aged the services as welfare, the second part is the aged security market service chain which provides more personalized and high-end services to the aged in high-income by service chain nodes enterprises, the third part is the aged security public service chain. It is the overlap part of the aged security public service chain and the aged security market service chain and the service organizations or groups which meet the general level and middle level service need of the aged. Finally, I analyze the different main bodies'responsibility in the construction of the aged security service chain. Among them, government has a corresponding responsibility in terms of enhancing the atmosphere of the aged security service, improving the aged security service policy, improving laws and regulations, establishing qualification assessment system and strengthening the industry-standard construction; Enterprises should continue to improve the operating level, effort to expand services and shoulder the corresponding social responsibility; Non-profit organizations responsible in the part of coordination and management, the provision of public services and the mobilization of social resources; The aged should change consumer attitude to take reasonable consumer of the aged security services, young children should update the concept of filial piety, consider the psychological feelings of the aged as far as possible and provide the aged the quiet and comfortable old age life.
