Morality of occupation and morality of family and marriage constitute the socialist moral system of our country. The occupational morality civil servant is an important component of occupational morality. They are laden with responsibility of the management of state affairs and the social services. So, civil servants occupation morality is in the core and leading position of socialist moral systems. The civil servants professional ethics influence civil servants' thoughts and actions, it has significant meaning for civil servants to efficient exercise public power, manage public affairs and safeguard public interests by law, meanwhile in a great extent, reflect the governing capability and image of government. Therefore, strengthening the study of our country's civil servants occupational ethics and exploring the effective ways of civil servants professional ethics construction form from two aspects of theory and practice, perfecting civil servants professional ethics system, establishing our country's civil servants professional ethics construction mechanism which have long effect, it have important theoretical and practical significance.This thesis has four chapters. First chapter is generality of the country civil servants occupational morality, it include concept, connotation, key characters and significance. The second chapter point out the problems and find the reason about occupational morality of civil servants from reviewing the development and success of civil servants occupational morality cultivation. The third chapter improved the standard system of the civil servants occupational morality, it pointed out the core values and the basic principle of the civil servants occupational morality, based all these there is a systematic discussion on the civil servants occupational morality. The chapter 4 I give 4 enforceable Measures based on the long-term mechanism about the civil servants occupation morality cultivation:establishing the System of educational formation mechanism; institutional restriction mechanism; premium and penalty mechanism; self-discipline system.
