The Research On Construction Of The Civil Servants' Ethics System In China

Since the promulgation of the Interim Regulations of the state civil servants in 1993,the pace of the construction of the civil service ethics system in China has never stopped,and the construction of the civil service ethics system is moving towards the direction of scientifiction.In recent years,the construction of the civil service ethics system has been one of the focuses of social and theoretical research,and it is also one of the key points in the construction of the government.In the past 25 years,the construction of ethics of civil servant system text turned into a considerable size,and it palyed a positive role in the norms of civil servants' behavior,improving people's service level and promoting honesty of civil servants.However,there are still some problems in the concretation and the operability of the texts in the system.One of the most popular words in system engineering,the top-down design,has become a political hot word in the field of reform in recent years.It provides us with a completely new methodology,that is,to get rid of the path of gradual exploration and Reform in the past,and to realize the modernization of reform and governance with a kind of overall planning,scientific and systematic thinking.This methodology provides a new way for us to examine the civil service ethics system.The top-down design gives the value and principle of system construction,it requires the design subject,specific design methods,strict scientific steps and reasonable system,it allows us to focus on the shortcomings of current system construction,system construction for value orientation,vision and approach of civil service ethics in China.The construction of civil servant ethics system should keep the vision of self-discipline and heteronomy tension,improve its civil servants moral personality through the demonstration effect of the moral standard of the incentive,and clarify the value,complete specifications,to provide effective guidance for the moral practice of civil servants.In this paper,we call for a prudent moral legislation to cast the moral bottom line for the behavior of civil servants.Atpresent,the construction of China's civil service ethics system is not perfect,we should spare no efforts to improving the level of system design,and promoting the scientific system construction.We should take the following actions.First of all,to unite the wisdom in the design height of institutional ethics in the construction of civil servants,to establish a complete system.Secondly,in the design of the system should be clear.Thirdly,to make the system design with scientific design method,in the text to reflect the operation steps can be quantified.As a result of the top-level design,the civil service ethics system has a high demand.On the one hand,it is required specialized agencies to take account of the compilation of writing,on the other hand,in the content of the text,the texts should be reasonable,and the purpose of public management should be clarified.Moreover,the relationship between the law and the actual business should be properly handled,and should be timely revised with the changes of the times.
