Under the background of the cities along the Yangtze River in Anhui Province to undertake industry transfer, relative polices have been collected from the management point of view, which have been drafted and released recently. Based on the research on the relevance between these policies and administration discretion of Tongling City, the operation characteristic of the latter, as well as the influence and change on it, which are caused by new policies, have been analyzed. Being an important member among them, Tongling City is faced with unprecedented opportunities and challenges. Multilevel preferential policies have been implemented one after another, leading to the continuous expansion of administrative discretion in all administrative agencies of Tongling. Meanwhile, all administrative agencies have to carry out their administrative discretion more cautiously for the task to optimize service and develop environment.
