Research On The Construction Of Electronic Government In Tongling Under The Background Of Smart City

With the rapid development of mobile Internet, big data, cloud computing and other new generation of the revolution of information technology, the mode of people's behavior has changed, and also makes the mode of government service change. Countries around the world promote the use of technology to the field of urban construction management, which to cope with the challenges and opportunities brought about by this change. "Smart City", as a business card of the city, gradually becomes a major trend in the development of urban innovation. Under the background of smart city, the construction of e-government focuses on finding the best solutions to the problem of public information resources management, which takes information reform on the supply of public service products. Under the background of smart city, the priority of e-government construction can play a leading role in the development of urban economy and social, which is also a strategic choice. There is a certain significance that researches on advanced practice of electronic government in Tongling, which is one of the pilot smart cities.The main content of this paper is to study the construction of e-government in Tongling under the background of smart city, to summarize the construction effect, to analyze the existing problems, and to put forward some suggestions to solve the problems. Firstly, quoting from the concept of electronic government and smart city, this paper studies the difference between the traditional e-government and the e-government under the background of smart city, and the new requirements for the construction of e-government under the background of smart city. Secondly, this paper studies the current situation of e-government in Tongling, and summarizes problems and difficulties in the process of the construction of E-government in Tongling under the background of smart city. These problems mainly include the difficulty in the integration of government information resources and the data sharing, the imbalance of development on e-government construction, the security threats of government information, and the lack of human resources for e-government. Finally, there is further analysis on the existing problems in the paper. And this paper puts forward specific recommendations, which include a way to solve the resource integration and data sharing problems, a way to co-ordinate the infrastructure construction of e-government, a way to adopt the double safeguard mechanism of information security, and a way to strengthen personnel training and team building.In this paper, the construction of e-government is not an isolated management theory, but an integrated construction under the background of smart city, which includes harmonious development relationship between e-government and smart city. This paper argues that the construction of e-government is an important part of the development of smart city, and it is the key to make urban public management become more intelligent, which is also an important measure to promote the transformation of government functions. The goal of e-government under the background of smart city is to realize the intelligent government service model, which takes the service of the public as the center and the information network as the platform.
