From China’s reform and opening-up, a lot of profound changes have happened to people’s living and production conditions. Among them, the function of market, the invisible hand, has become more and more stable. With the further development of China’s reform and opening-up, people’s social life becomes more and more pluralistic. The function and the effective of the market and the government, the two basic ways of social distribution, are facing new challenge. Under such background, the NGO, the same important system as the market system and government system, develops rapidly and gains growing function on resolving the resource distribution problem which could not be resolved by government and market. Aiming at this topic and base on the idea of small government big society, this article explores the development process of the China’s NGO in order to give some thoughts on the further reform of administrative examination and approval system, as well as the further transferring of government function.First, based on the development of China’s NGO, the article gives a rough idea about NGO by elaborating the conception, classification and characteristics of NGO. Second, through the case studies,especially the case of Guangdong provincial industry associations, the article summarizes the situation and inadequacy of China’s NGO. And then, the article analyses the causes and countermeasure of the inadequacy from the angle of management, sociology, and public economics. The article also discusses we should correct the understanding deviation and the management way of NGO in order to establish a sound law system. Thus we could promote the development of NGO through making the support policy.
