The Tumen River is an international river flowing through China, Russia and North Korea. As a major and difficult issue, the problem of International Channels for Tumen River, which has been arousing concerns and research for twenty-seven years, has not been completely resolved. The following are reasons: the negative impact of complex, changing, fragile geopolitical environment in Northeast Asia; the negative impact of Cold War mentality; lacking of strong support of the national will; lacking of effective institutional arrangements because of behind conception; weaken foundation work; weaken financial support.The research results, lacking of international political perspective and the basis and reference of international law, cannot reach expectations in the promotion of the problem of International Channels for Tumen River,because the problem of International Channels for Tumen River is complexly entangled in the international relations of Northeast Asia in the research process.It is inevitable that the Northeast Region is becoming focus region in the new period of reform and opening up. The state council of China officially approved China's cooperation in Tumen River Area Development Plan-take Chang-Ji-Tu as pilot area for development and opening up in August 30th, 2009, which indicate the construction of Chang-Ji-Tu pilot area for development and opening up has risen to national strategy. It is clearly proposed in the TheTwelfth Five-Year Plan of National Economic and Social Development in China that we should construct Jilin province into an important hub for Northeast Asia. More important, China-North Korea relations are in the best period since the 1990s; Sino-Russian border dispute was officially resolved, both of which are developing heixiazi island into a free trade zone. In a word, all of this laid a solid foundation for us to solve the problem of International Channels for Tumen River.
