A Research About Internal Control Mechanism On Coping With Public Crisis Of Huai'an Maritime Safety Administration

Huai'an Maritime Safety Administration is an organization authorized by laws.According to its authority and duty in law, it is responsible for the safety supervision and management of water, Ship and crew; prevention of Pollution from Ships and watershed management and so on. Recently, during their duty of supervision,clients resisted to law violently. Besides, a group of people gathered and asked water traffic accidents.Morever, some accidents happened frequently such as Water pollution.Although these events showed up in different ways, and there are differences in the reasons for the accident, the range of events and the consequences of such events, from the essence of these events, they all belong to crisis events when Huai'an Maritime Safety Administration discharged it's functions and power Because of the lack of internal control mechanisms in public crisis events, which led to Non-normal use of power. Therefore, public crisis events often occurred.I apply to data studies, case study method and theory with practice methods in my paper.First, I state the definitions and characters of public crisis events and internal control mechanisms as well as the functions of the mechanisms in the public crisis events.What's more, the meaning and characteristics of 4R model are explained. And according to analysis of this model, I explain the present situation of public crisis events and assume how to manage internal control mechanisms better.Second, based on the case of public crisis event in Huai'an Maritime Safety Administration, I point out the main defect of this mechanism.Last but not least, I suggest some measures to improve the internal control mechanisms of public crisis events in the following parts:foster the concept of maritime public crisis events; strengthen the management of maritime public system crisis; establish maritime crisis risk "repository" and transparent operation mechanism of power in addition to the key to the exercise of power and a sound system of internal control mechanisms for continuous improvement.
