Public Crisis Manage Mental Mechanism Research Of The Government

China is in a stage of economic and social transition period, various aspects ofthe social contradictions is growing more and more, the SARS crisis in2003as astarting point, a variety of public crises increasing frequently into our sight:melamine event and the Wenchuan earthquake events in2008, H1N1crisis in2009,Yushu earthquake events in2010, Bullet Train accidents of Yongwen line in2011,these public crises are constantly testing the ruling ability of the Party and thegovernment, and even some experts predict,China will entry into the " crisis period ",So how to turn the public crisis to safety has become the major issue of ourgovernment.This paper focuses on exploring the mechanism system of public crisismanagement which Chinese government to deal with. It first expounds on relevanttheories and connotation of public crisis management, solid the foundation of thepaper. The second, analysis the advantages and disadvantages of the public crisismanagement in China through the fire case of lankao in2013.Base on this,itanalysis the disadvantages of the mechanisms in China,and give the countermeasure todeal with them,Then it draw three major mechanisms of public crisis managementwhich the government deal with:the early warning mechanism of the incubationperiod, processing mechanism of the explosion period, recovery mechanism of therehabilitation period, and further propose the connotation, functions, tasks, and theprinciple should adhere of the three mechanisms, formed a relatively completetheoretical system.This paper mainly uses literature analysis method and case analysis method todo some analysis of China’s public crisis management mechanism, proposed arelatively complete theoretical system of public crisis management, though it’s notvery deep, but I still hope that this paper can provide a reference for the constructionof public crisis management system.
