From the 1990s, the United States and Russia have had repeated contests in the nuclear disarmament. They include many achievements through joint efforts. Also they include the disagreements still to be discussed. Since the new century, the focus of disagreements in nuclear disarmament negotiations between the United States and Russia has been centered on America's anti-missile system. U.S. withdraws from the ABM Treaty and insists on deploying anti-ballistic missile system, which breaks the strategic balance between the two countries. ABM Treaty is the basis of signing all nuclear disarmament treaties between United States and Russia. Because this treaty limits the deployment of missile defense system of two sides and intends to maintain a balance of nuclear terror. Therefore, nuclear deterrence can be effectively utilized and head-on collision of two nuclear powers can be avoided. Withdrawal from the treaty implies that the United States intends to shake off the shackles of the treaty in order to push the research of anti-missile system from the laboratory to actual deployment phase. This will obviously bring negative effects on the next round of nuclear disarmament negotiations.Although the United States and Russia have signed the Moscow Treaty, and the US-Russian Treaty on Further Reduction and Limitation of Strategic Arms, due to lack of strict inspection measures, the handling of nuclear warheads and the restrictions on the development of new types of nuclear weapons, the effectiveness of such treaties is much less than before. In early 2009, U.S. President Barack Obama delivered a speech about the creation of "a nuclear-weapon-free world", expressing the desires of the whole world. But this dream is too far from reality, and this proposal is not unrelated to the real interests of real interests. The author of this paper holds the view that, the influence of non-nuclear world proposal on future US-Russian nuclear disarmament negotiations is still very limited. It can be predicted that the contests in the field of nuclear disarmament will continue. For all mankind, in order to realize denuclearization in the world is indeed a long way to go. It requires politicians of all countries to contribute their moral, courage and wisdom, or human civilization will be faced with the doom of destruction.
