Analysis Of The Motivation And Process Of The US-Russia Nuclear Disarmament Negotiations During The Obama Administration

Relations between the United States and Russia continued to deteriorate under the George W.Bush administration.After taking office,Obama actively adjusted his policy toward Russia and made efforts to improve bilateral relations in order to solve global security issues including nuclear security,nuclear non-proliferation,terrorism,energy and climate change.While the United States was actively promoting the improvement of bilateral relations with Russia,the Russian side was also making overtures to the United States.The two countries have shown positive interactions in many aspects,especially in the field of nuclear disarmament and non-proliferation.Since the 1991 START-I treaty with the Soviet Union expired in December 2009,the Obama administration has used it as an opening to improve relations with Russia.By combing the process of nuclear disarmament negotiations between the United States and Russia during the Obama administration,this paper analyzes the main reasons for promoting the negotiations: First,the promotion of the international nuclear disarmament situation.With the rise of the "no nuclear movement" around the world,the international community has called on nuclear-weapon states to make more concrete actions in nuclear disarmament,and demanded that major countries take immediate actions on the disarmament issue to promote the nuclear disarmament negotiations between the United States and Russia.Second,the promotion of domestic factors in the United States and Russia.The United States and Russia share common interests in security.The Obama administration actively promotes the nuclear disarmament negotiations,and Russia gives a positive response.Even though there are differences on specific issues,appropriate concessions and compromises finally make the New START a success.Third,the positive interaction between the United States and Russia in other fields promotes their cooperation in the field of nuclear disarmament.The outcome of the US-Russia nuclear disarmament talks has not only reduced the strategic nuclear arsenals of the two countries,but also strengthened the nuclear nonproliferation regime,provided a framework for the two sides to continue to reduce their nuclear forces and promoted the development of the entire US-Russia relations.However,a good political relationship is a basic condition for advancing the process of nuclear disarmament between the United States and Russia.At present,due to the tension in bilateral relations,the cooperation between the United States and Russia in the field of nuclear disarmament is backward to a certain extent,and the prospect is not optimistic.
