A Study Of The Prevention System Of The University Corruption And Bribery Crime

In the process of the development of universities, the severe corruption has become a bottleneck to restrict their improvement. Therefore, it is an urgent task to crack down on the problem. With the analysis of the public exposure of these corruption phenomena, the infrastructure construction, the purchasing process, the enrollment and the policy-making are the key areas and links to breed corruption. Thus, it has become an important step to strict in the process of constructing, purchasing, enrollment and decision-making. However, this approach attaches more importance to the superficial problems, which can only take stopgap measures. To achieve the goal of avoiding corruption, constraining deterioration and eradicating the problem, it is necessary to seek out the root cause of corruption from the outside to the inside and solve the problem from the institutional point of view. The dissertation aims to study the prevention scheme of corruption in universities. It is divided into four parts.The first part explores the current situation of corruption and bribery in universities. The author summarizes the manifestations, features and links of the university corruption crime by comparing and analyzing the precious cases. This part further presents the causes and regularity of the crime in order to provide a basis for preventing.The second part introduces the status of the prevention system in the university corruption and bribery crime. It gives a detail analysis of the establishment and implement of the present preventing system. The author also finds out the reason for the inefficient system. This part estimates the role of measures of self-supervision in universities, including the internal party control, the discipline inspection control, the auditing control, the accounting control, teacher-student control as well as the intramural network control. It reasons out the success and failure of the prevention system.The third part focuses on the defects of the prevention system on the university corruption and bribery crime. The author analyzes the defects of the system by summarizing the causes of its validation and cumulates the writing material for the part four.The fourth part is the keystone of the dissertation. It researches how to establish the long-term efficient prevention system. It classifies the system into three types, including the anticipating control, the soft tactics and the hard tactics. The author urges that it should make good use of the criminal policy of tempering justice with mercy. By handling the cases, this part is devoted to guiding the university group to abide by the law with consciousness and staying away from the duty crime. It tries to maximize the role of the prevention system.The governance of the university corruption is a systematic project. It is believed that the university corruption can be under control in a short term by the focus of the nation and the society as well as the efforts of universities and the relevant sectors.
