Research On The Institutionalization Of Corruption Prevention In China’s Colleges And Universities

Since the 18 National Congress of the Communist Party of China,the Party Central Committee has pushed forward the anti-corruption work,and the cases of corruption in colleges and universities have been continuously disclosed.According to the unified request of the Party Central Committee’s anti-corruption work,the educational administrative department not only strictly investigates and deals with corruption in colleges and universities,but also continuously consummates the relevant system of corruption management in colleges and universities.Under the guidance of the administrative department of education and combined with the actual situation of colleges and universities,colleges and universities have refined and implemented the rules and regulations of corruption governance.Academic circles have also carried out a large number of research around the governance of corruption in colleges and universities.This paper combs the manifestations and causes of corruption in colleges and universities,and puts forward some countermeasures to deal with corruption,which provides a reference for the administrative departments of education and universities to carry out the governance work of corruption in colleges and universities.The existing research focuses on the punishment of corruption in colleges and universities,neglecting the research on the prevention of corruption in colleges and universities,and the existing theoretical research is not closely related to the actual situation of governance of corruption in colleges and universities.Based on the theory of governance theory and power restriction,this paper discusses the concrete measures to prevent corruption from the angle of institutionalization,and provides some reference and reference for enriching the theory of preventing corruption and promoting the organization,ordering and normalization of prevention of corruption in colleges and universities.First of all,this paper collects and sums up the typical corruption cases of the party since the 18 th National Congress of the Communist Party of China(CPC),the People ’ s Network and Xinhua News Network.Secondly,after combing the theoretical research literature and practical data on the institutionalization of corruption prevention in colleges and universities.This paper summarizes the three main achievements in the institutionalization of corruption prevention in colleges and universities: colleges and universities have improved their understanding of the institutionalization of corruption prevention,and the institutional system of preventing corruption in colleges and universities has been basically established.The guarantee mechanism for the operation of corruption prevention system in colleges and universities is preliminarily established;This paper analyzes the four deficiencies in the institutionalization of prevention of corruption in colleges and universities: the understanding of the institutionalization of prevention of corruption is not comprehensive and the content of the system of preventing corruption in colleges and universities is not perfect.The safeguard mechanism of preventing corruption system in colleges and universities is not perfect,and the effect of preventing corruption system in colleges and universities is not obvious.Finally,according to governance theory and power restriction theory,combined with the actual situation of corruption prevention in colleges and universities,this paper puts forward specific measures to improve the institutionalization of corruption prevention in colleges and universities.First,teachers and students in colleges and universities should establish a correct understanding.To recognize the importance of the institutionalization of corruption prevention in colleges and universities for the development of the country,the development of colleges and universities and their own development.It is recognized that the institutionalization of corruption prevention in colleges and universities should not only improve the content but also the guarantee mechanism for the operation of the system.Second,it should improve the scientific nature of the system of preventing corruption by abolishing the unnecessary system;Revise the content of the existing system,improve the timeliness,pertinence and maneuverability of the corruption prevention system;Make up for the missing system,improve the integrity of the corruption prevention system and other measures to improve the institutional system of corruption prevention in colleges and universities.Third,do a good job in organizational construction,work mechanism construction,incentive and restraint mechanism construction.The fourth is to give full play to the duties of the Party committee,discipline inspection commission and other departments in colleges and universities,and use information technology to improve the operating efficiency of the corruption prevention system in colleges and universities.
