To provide for the aged has been the eternal topic of human beings. How to make all the aged enjoy their later years in life is everyone's concern. Meanwhile, the living conditions of aging population and related social policies reflect not only the level of social welfare but also the intergenerational equity and justice. Since 2000 China has stepped into the rank of ageing countries. Although China is not rich enough, there are too many old people in the country. China is facing much pressure caused by "aging society". Traditional old-age home care and children-serving mode are lack of the reality basis. Because of the national condition, China's aged care falls far behind the level of society development. Solving the most concerned realistic and pressing issue is the bounden duty of our party and government, which is also conducive to maintaining social stability and promoting social harmony. Therefore, all people can share the fruits of social development.On the basis of Ageing society and Urban old-age security theories, this paper combine the domestic and foreign theoretical development and realistic case of pension model. I choose the urban residents in Qingdao of Shandong Province to do the empirical survey, by using a combination of theoretical research and empirical research. In this paper, I also analyze and summarize the general problems about the urban old-age care and then bring in the new mode for urban old-age care. According to the deep research and analysis of the responsibility of government in the urban old-age care, I put forward the reasonable countermeasures in the paper, including improving and reforming the pension system, modifying the government policies and mechanisms to strengthen supervision and management of old-age security, promoting the urban old-age service diversification models such as government buying home care services and paying more attention to the city's floating population's pensions.
