With the development of our national economy, anti-poverty system has become of significant importance to our own society. Health Insurance、Pension Insurance and the Minimum Living Security system, which established our social security system. The Minimum Living Security system values a lot.As can be seen in the past seven years, the Minimum Living Security Standard for urban residents in China has grown a lot, but in the mean time research on how the minimum living standard for urban residents can be settled and how much local government support it; are done few.The impact of the Price change and local financial support on the minimum living guarantee for urban residents is a matter to be concerned. However. China’s current academic concerns are not on the impact of the Price change and local financial support on the minimum living guarantee for urban residents, but are mainly on the settlements of the Poverty Line and the factors about setting the minimum living standard for urban residents in a local place. My paper is about to discuss for the first time factors in the perspective of the provincial data and the impact of local government financial support together.Starting with the definition of poverty and reviews of relevant theory and literature from foreign scholars and this paper reviewed several ways to study the minimum standard; summarizes minimum living security system for urban residents since the1990s with the status quo. And, according to the China Statistical Yearbook, as well as the Ministry of Civil Affairs website data, with the use of comparisons and panel data method, minimum living guarantee system for urban residents in China, can cover prices or not, and factors and how much they affect the urban minimum living system and financial support. The research results show that the minimum living standard for urban residents in China from2005to2011, has basically covered prices which rose faster in recent year, impact on the panel data model analyzing each factors; economic development level of the minimum living standard for urban residents in the region to develop various regions of the gross domestic product (GDP); regional urban residents in the previous year, the average wage level; each region to enjoy the urban low population change; well The regional level of government revenue, regional Habitat revenue. The four factors are in varying degrees of impact on the formulation of the minimum standard of regional towns. Other financial resources of the regions, the per capita fiscal revenue, the impact of the regional urban low expenditure is more significant. This paper additionally describes the development of the latest social assistance system in the developed countries. Accordingly this paper presents the conclusions and policy suggestions.
