Research On Government Responsibility In The Supervision Of Drinking Water Safety For Urban Residents

Water is an important part of human cells and an indispensable resource for human survival and development.Its importance to the country and society is self-evident.Drinking water is at the highest level of water availability for humans,and is the basic element of human survival.Safe drinking water is not only a legitimate demand for public health rights,but also an indispensable necessity in the daily life of the public.In recent years,some water companies have relaxed management,do not pay attention to the requirements of production norms,and the drinking water produced does not meet the national health standards.Drinking water pollution and odors occur frequently in cities,and harmful substances in contaminated drinking water are given to urban residents.Life and health poses a safety hazard.The government is duty-bound to this issue.According to the government's social functions and their performance,the government has the responsibility to supervise the water company to regulate its own behavior,produce safe drinking water,and have the responsibility to protect the drinking water safety and healthy life of urban residents.Therefore,it is of far-reaching significance to study the government responsibility in the safety supervision of drinking water for urban residents.This paper starts with the current situation of drinking water safety of urban residents in China,combined with two related cases of drinking water benzene pollution incident in Lanzhou and drinking water odor incident in Hangzhou,based on a large amount of literature review,analyzes the main problems in the safety of drinking water for urban residents.Applying public administration,administrative ethics,and responsible government and other relevant theoretical perspectives,using literature research methods,cross-research methods,etc.,to focus on the government responsibility of urban residents drinking water safety supervision,and deeply analyze the government's implementation of urban residents drinking problems in the process of water safety supervision and responsibility,such as imperfect laws and regulations on drinking water safety protection for urban residents,inadequate monitoring and early warning of drinking water sources,inadequate supervision of drinking water and water supply processes,insufficient supervision feedback on drinking water safety,etc..In response to the problem,using the administrative ethics theory of government responsibility,from the three dimensions of the government's legal responsibility,administrative responsibility and moral responsibility,analyze the reasons for the government's regulatoryresponsibility for drinking water safety,and then,for the specific reasons,from the three dimensions of government legal responsibility,administrative responsibility and moral responsibility,the government's responsibility path for urban residents' drinking water safety supervision is proposed,such as strengthening government legal responsibility,improving legal system guarantee;improving government administrative responsibility,increasing supervision measures;strengthening government moral responsibility,paying attention to the safety of drinking water for urban residents.By increasing the implementation of government supervision responsibilities,we will effectively protect the drinking water safety of urban residents,let urban residents drink safe and reliable drinking water,improve the physical quality of urban residents,and maintain social stability and sustainable development.
