An Study Of The Capacity Of Primary Government's Response

The capacity of government's response is the important component of public management system. The efficiency government's response to public demand is to embody an government's management ability. Primary government refer to the primary part of government management system which undertake the responsibility of public management and service in the administrative division. During thirty years opening and reforming, Chinese society has become an pluralistic society, so people need that government can offer more and more demands. Under the background of the publics unprecedented demands and fierce social conflict,the government shall face the problem and improve it's response capacity. But, in fact, the capacity of primary government's response has been declining day after day. Primary government can not deal with the publics's remedies and demands, so that group incidents has been on the rise and government's credibility has been fail. so it is of graet significance that the research of the capacity of primary government's response, it can advance government reform.Now the development of The capacity of Primary Government's response has get some achievements, such as the improvement of response circumstances,the new ideas of response system and the development of response support. On the other way there are some serious problems, such as slowness,arbitrary decision,unfair irrelevancy,low-level efficiency and unbalance of response. There are three main reason of that. One is reform of the administration system hasn't accomplished. The other is civil society hasn't matured. The third is development of response support hasn't consummated. All of this make primary government hard to respond and answer to what people and society want to be solved in time. To solve that we need enhance the capacity of Primary Government's response by government,society and technique. It also can offer some suggestions to reform of the administration system and the development of service-oriented government of China.
