To develop and select excellent cadres from primary-level organizations, as a good tradition of the Party and successful experience of strengthening the construction of cadres, is the inexorable requirement for cultivating cadre teams of high quality in the Party and governments and implementation the theory of Scientific Development in the new period. Serious problems and important issues to solve are how to choose have grass-roots work experience of cadres at various levels as leading posts, make grassroots truly become training cadres, especially young cadre main position; how to let honest and diligent people not come to grief, how to let the people who long-term work in grassroots not suffer.Select cadres from primary-level organizations is Chinese choosing cadres system'new orientation, all levels of government authorities accorded to this new guidance, have carried on a series of practical activities, and made great achievements. As :selecting cadres from the grassroots to strengthen the leader rank, selecting cadres go to the primary-level for exercise, choose cadres at grassroots level in cultivating and selecting, selecting college students and other high quality person training at the grassroots level as the repertory of the grassroots cadres etc. But select cadres from the grassroots still has many shortcomings, such as selection procedure is not very perfect, selection methods are single and selection standard is not definite, and the stimulation, training and supervision mechanisms are not very perfect etc.These phenomenon seriously restricted the employing new orientation of select cadres from primary-level organizations put into practice, and make development and improvement.Basing on relevant researches on human resource management and public administration of the leadership knowledge,with the help of modern human resources management of advanced ideas and technology,combining work analysis theory, competence character theory, people hillock matching theory and incentive theory, using their results as reference, this paper analyzes some concept with relevant of select cadres from the grassroots. Like base, cadres, the grassroots, mechanism; combining the theory of competency , job analysis, person and post matching, motivation,using the method of qualitative and quantitative analysis, puts forward a series of means for selecting cadres from primary-level organizations,such as: the general procedure ,like, requirements analysis ,make recruiting plan, candidate credentials, hiring decisions and evaluation; puts forward suggestions use of diversified methods integrated applications such as: the publicly-elected, appointment system,examination and credentials and appoint-ment methods; and puts forward a series of means of related mechanisms like motivation, cultivation,supervision and those related.
