With the continuous advancement of economic system reform,basic public services have become an important area to maintain China's economic and social stability,social equity and justice,and enhance national cohesion.Especially in the context of new urbanization construction in the new era,promoting the equalization of basic public services has more important significance.The report of the Nineteenth National Congress proposed that the goal of achieving the equalization of basic public services should be formulated rationally and scientifically by 2020,which symbolized that the equalization of basic public services began to enter the macro vision of the Party and the state,and became a major issue to be discussed and solved in the context of the new era.Firstly,this paper makes an analysis of the relevant theories of the equalization of basic public services,establishes a series of first-level indicators,such as infrastructure construction,public employment services,etc.,and puts forward 13 second-level indicators,and jointly establishes the performance evaluation index system of the equalization of basic public services supply between provinces in China,and uses the Theil index system to analyze the basic public services of all provinces in China from 2012 to 2016.Services supply project.The research shows that the phenomenon of non-equalization of basic public services in China is very prominent,and the current situation and trend of non-equalization of public services in different regions are quite different.The main purpose of this study is to analyze the reasons for the non-equalization of basic public services in China under the background of new urbanization,and put forward policy recommendations.The reasons for the inequality are as follows: the reform of tax distribution system affects the non-economic target orientation of basic public services,the mismatch of financial powers and powers between central and provincial governments,the overburdens of grass-roots governments,the disparity of income levels among regions,the imbalance of urban and rural development,the dual economic structure of urban and rural areas,and the imperfection of public finance system.In view of the above reasons,the following suggestions are put forward: firstly,we should further improve the general transfer payment system,properly explore the horizontal transfer payment mode,adopt effective means of cleaning up and integration,so that the general transfer payment can achieve stable growth and establish operational mechanism;secondly,we should further promote the reform of financial system and realize the division of responsibilities between financial power and administrative power.Institutional management,at the level of reasonable division of financial power and administrative power,the central and local governments should adopt different modes,and at the same time expand the sources of Taxation reasonably on the basis of stabilizing local tax sources;thirdly,promote diversified supply modes,respectively,promote the government to purchase public services,encourage the development of voluntaryand charitable services;finally,promote the integration of urban and rural development,and promote the reform of household registration system.We will strengthen the reform of the household registration system and improve the public finance system of equalization of basic public services.
