Population aging is a product of social and economic development, and has gradually become a major social problem at home and abroad. Shanxi Province entered the population aging society is not long enough, and still not fully understanding the challenges and opportunities of an aging society, but aging remains a serious problem. Compared with a large elderly population base, the rapid speed of the elderly population and the deepening trend of an aging, Shanxi still stuck in the young social security system, and the old age support and service system is seriously lagging behind, which requires Shanxi Province innovates the social security system positively, and improves the care service career.The old-age security is a complex systematic project, involving all aspects of life of the older, in addition to basic economic security, health care, entertainment and spiritual solace; there is also a very important part:pension service issues. With the decline in physical function of the elderly, the increasing of the elderly population, the smaller of families and the acceleration of the floating population, the pension is not a simple problem that can be resolved by money. It needs to mobilize the whole society to establish a social service system.This article is for the exploration of above problems. Starting from the analysis of the population aging status and its affect to old-age security in Shanxi Province, combing the community home care services and pension institutions'development and management in Shanxi Province, and put forward some problems in the development process. Finally coming to the conclusion that in order to deal with the problems brought about by aging, the government should play a leading role, at the same time, relying on the community to improve home care service and giving full play to the pension agency's complementary role, so as to establish a "shared, complementary, coordinated" new social pension system.
