The Analysis Of Disaster Diplomacy

The development of globalization and regional integration has aggravated the extent and intensity of the influences of all kinds of disasters, meanwhile, the global society has witnessed the extensive humanitarian aids from the international community after catastrophes. The interactive effects have made the communications among countries more complicated, however, the disaster diplomacy can offer a new way of diplomacy that is unconventional. Every disaster in recent years caused scholars and diplomats to pay close attention to the possibility of cooperation of the conflicting parties in the disaster-affected area and the prospect of peace. However, the research on the disaster diplomacy in the past was scattered, the concept of disaster diplomacy and corresponding theory system have not taken shape.So in order to recognize the role of the disaster diplomacy correctly, it is necessary to make a systematic research on it. This thesis is aimed at exploring the influence of disaster on the international relations. At first, we define the disaster diplomacy, and clarify how the disaster affects the conflict and cooperation among countries, another speaking, we discuss why some disasters have improved the relationship among countries and boosted the long-term cooperation of the agents involved in the disaster while others have even aggravated the conflicts. Then, we find out the key factors that may determine whether the disaster diplomacy can succeed through the analyses above to make a dialectical analysis on the function of disaster diplomacy and conclude the models of development of disaster diplomacy. At last, we make a investigation on the history of Chinese disaster diplomacy and give some ideas and suggestions on how China could carry out the disaster diplomacy to enhance the healthy development of international relations.
