The Influence And Countermeasure For The Digital Gap Dealing With The E-Government's Development

It is the uneven of development and application of internet technology throughout the world that gives rise to gap between countries and among the groups in one country, which come into being digital division. As a developing country, digital division in our country is as follows:digital division with developed countries, between the eastern and western regions, between city and countryside, and among groups with different educational level. Because of the existence of digital division, the principle of fairness of universal service and the principle of benefiting all the people meet serious challenge, and further development of E-government is restricted. At present, a number of achievements have been made in research of the course, different types and how to bridge the gap of digital division. However, most of them are not aware of that the gap of digital division can not be removed completely. It just can be narrowed gradually. Particularly for our developing country, E-government develops in a special environment in China. Actually, the gap will exist during the process of social information because of the tremendous differences between the eastern and western regions in cultural and economic development.Both the E-government and the digital gap are the essential researching topics of information construction in our country. The E-government is the application of informationalization in the administrative region, however, the solution of the digital gap is a basic precondition of this application. This thesis is directed by dialectical materialism, combining with management science, social information study, politics, economy, etc. Initially discussing some questions related to the digital gap existence in the process of the E-government construction:the performance, the origin, the influence in our country, and profit some success experience from the developed countries in dealing with the digital gap, proposed some countermeasures in extinguishing the digital gap in China.
