Based On CVM Kunming Land And Resources The Value Of E-government Assessment

E-government construction is an important aspect of the national economy and social informatization in China. As the scale of the e-government construction has been progressively expanded in recent years, the evaluation of e-government construction and application has become increasingly important. Foreign and domestic scholars and research institutes have already done extensive studies on the subject, and have addressed a series of evaluation methods on e-government from a wild range of different stand point.Based on thorough investigation into the development course and current situation of the e-government applied in land and resources management of Kunming City, as well as comparison and analysis of the traditional approval mode and e-government approval mode, the paper evaluates the e-government of Kunming City by using Contingent Valuation Method (CVM). The specific measure is:under simulated market conditions, to ask people, in the form of questionnaire, about their willingness to pay (WTP) for e-government services or their willingness to accept indemnification when e-government services are missing, and then to evaluate e-government based on the interviewees'WTP. Conclusions from analysis of quantitative evaluation on the e-government in land and resources management of Kunming City are:(i) the output value of the construction of the e-government in land and resources management of Kunming City has already been greater than the invested funds, and the e-government construction has not only its intrinsic value but also great potential for increasing in value;(ii) the degree of the public's participation in the e-government in land and resources management of Kunming City is not high;(iii) there is a close connection between the WTP for the e-government services in land and resources management and the type of service objects, in which collective WTP is greater than individual WTP. Based on the conclusions of the evaluation and analysis, in consideration of the development tendency of the modern public administration and e-government, the paper makes the following suggestions for future development of the e-government in land and resources management of Kunming City:(â…°) Define objectives and make rational plans to give full play to the supportive function of e-government in land and resources management;(â…±) Enhance information sharing and promote collaboration;(â…²) Collect special funds for e-government construction to solve the problem of insufficient funds in the construction;(â…³) Enhance construction of the portal site and realize the function of online service.
