Study On Evaluation Of Regionally Land Resources Security--Case Study In Jintan City

Land resources are the carrier of human's production and activities, the basic character of one country's existence and the important constituent of environment system. So, land resources security constitutes the basic of country security. The work that evaluation of land resources security provides a foundation for measuring land resources security and solving land-use conflict. Evaluation of regionally especially county level land resources security is the crux of the matter.The paper further enriches and develops the conceptions and implications of land resources security based on former research progress. Land resources security is defined as: the situation or capability of a nation or region for sustainable, steadily, timely, sufficiently and economically getting the demanded land resources or products from land resources and not damaging the future ones whether contemporary or descent. This definition's meanings include five aspects: abundant quantity, assure quality, various structure, balanced distribution and rational price.The paper analyzes systemically the theoretical foundations and influencing factors of land resources security. Its theoretical foundations include the theories of man-land relationship, sustainable development, ecological economy, land scarcity and systemically homeostasis etc.On the basis of the existing research on the appraising indicator system of sustainable utilization and resources security(include mineral resource security, energy resource security and water resource security), the paper builds up the indicator system of land resources security. There are two targets in the indicator system include safety inside and between regions, and they are the pillars of environment, technology, water resource, natural disasters, land-use, mothball resources, supplied cultivated land, supplied constructed land, purchasing power, price, supplied resources, market risks and institution.The paper taking Jintan City as an example. On the basis of the constructing indicator system of land resources security, the paper analyzes the land-use situation of Jintan City, and then builds up the indicator system of land resources security in Jintan City. Firstly, the measure of each index is discussed in detail. Then the conclusion about evaluation of land resources security in Jintan City is draw. The conclusion is mainly affected by the safety between regions. Finally, the paper diagnoses the obstacles of land resource security in Jintan City. These obstacles include indicators of purchasing power, water resource and supplied constructed land. In Jintan City, to improve land utilization level and realize sustainable security of land resources, the following advices are gived: (1)water resources must be frugally utilized to improve utilizational efficiency of water resources; (2)water pollution must be put in order to protect water quality; (3)the quantity of cultivated land should be ensured and the quality of cultivated land should be improved to bring into potential productivity; (4)the scale of constructed land should be controled to increase production value of constructed land;(5)accelerate the transfer of cultivated land's right of use.
