Meanwhile, promote the development of politics, economy, culture, and the environment of the rural communities in order to improve the agricultural production process.From the situation of national rural community development work, many factors affect the construction of new rural communities, including the natural factors and human factors. In the construction of new rural communities, farmers, as the endogenous motivation of community building, their attitude to the construction of rural community is important. However, due to the complex environment of rural areas, large regional differences. Farmer's attitude to the new rural community development is very different. Therefore, the study on farmer's will for the construction of new rural community and its impacted factors have important practical significance. On the basis of collating and summarizing the existing theory, we select shouguang city, Shandong Province as the object of study, its rural development in vegetable farming, the investigation and analysis of farmers will and influencing factors in Shouguang city geographically has some representation in China.This paper empirically analyzes the farmer's will of rural community construction with LOGIT model on the base of the investigation of700farmers in Shouguang county, Shandong province. The result shows that the factors include:Economic compensation, Lifestyle changes, The difficulty of transfer of employment, Community's role in society security, The farmer's rights to understand the situation and bargaining, Geographic location, Age, Education and so on.
