Ngo In The Rescue Of The Rural People With Disabilities In China

People with disabilities are a noble humanitarian course, and programs for the disabled people have a great significance to improve the living conditions of themselves, the economic, social development levels and the degree of social civilization. Now, the majority of people with disabilities are living in rural areas, and rural people with disabilities are absolutely vulnerable groups of our society, moreover, their living conditions are the most impoverished. Rural people with disabilities faced with many problems, and problems could not be solved on their own. Therefore, there is an urgent need for the relief of the government and the whole society. The establishment of a viable is able to effectively protect and improve the social assistance system of rural areas. Disabilities living standards have profound implications for the social value of people with disabilities, maintaining social stability and building a socialist harmonious society.In theory, the main implementation for the people with disabilities rescues the state and society, which corresponds to government and NGO in reality. Modern government is responsible for the decision that the government should be the first main body to assist the people with disabilities. However, from the reality of the actual situation, government assistance in saving resources and objects, relief projects, and relief effect have many limitations. Far from being able to meet the personalized assistance, diverse needs for rural areas disabilities should be satisfied. Therefore, we must develop NGO and practice it in rural social assistance, both of which act as an important complement to government assistance and gives full play to mobilize the resources and improve the efficiency of disabled assistance in the rural areas.Now, NGO participation in the social assistance of the rural disabled has made a certain contribution, but there are still many problems. It needs to be improved and enhanced. With the help of disabilities data from the2006Second National Survey of persons, we combined with the relevant statistical data of Disabled Persons'Federation in recent years, as well as our actual survey data about rural areas disabilities in a county of Shaanxi Province. Trying to analyze the actual situation of NGO on the saving of disables in rural areas, we find out the problems faced by the NGO disabled assistance in the rural areas, analyze the reasons for the problems and put forward suggestions to solve the all problems. We hope that China's relevant government departments and non-governmental organizations can effectively co-ordinate disabled assistance in the rural areas and complement each other, thus enhancing the assistance effect for disables in rural areas.
