Now china is in the critical period of the social transformation As the first part of the public policy, policy making plays a important role. Many uncertain factors have made that the policy making be full of risk, so how to averse risks is the prime content in this dissertation Firstly, began with the relation of the policy making and risk, author has analyzed the formation, representation and affect of the risks in policy making. Secondly, the author has discussed the questions about risk aversion's importance and object. Thirdly, the author has structured risk aversion system. Finally, According to the present situation of China's reform, the author has discussed the questions that needed to pay attention in the risk aversion of policy making.
