Performance evaluation plays an important role in improving efficiency, achieving strategic goals and developing employee of the organization. It has been firstly applied in enterprises and made continuous improvement, which help enterprises reduce cost, improve profits and get sustainable development. In the movement of new public management, western governments have applied the method of performance evaluation of enterprises under the circumstance of full of challenges in internal and external administration so as to set up a public management mechanism based on performance orientation, so that the governments has improved their efficiency.Chinese government has given increasing attention to performance evaluation in the process of administration reformation, and governments at different levels has introduced and applied the concepts and technical aspects of performance evaluation of enterprises to practical work. However, as a result of the relative weakness of the system and theory of performance evaluation, the application has a long way to go. Therefore, it has terrific theoretical and practical significance that analyzing how the performance evaluation is used in the government, studying the problems in the application, and putting forward suggestions. This article has applied the approach of theoretical analysis combined with practice cases, in order to make clear of the theory itself, comparative analysis and application research. There are five chapters in this article. The first chapter is the overview of performance evaluation of enterprise and government. In this chapter, it is introduced that the connotation, development history and the significance, while the introduction of enterprise performance evaluation is underlined. In the second chapter, it is compared that the performance evaluation of the enterprise to that of the government through the analysis of their common points and different points in order to point out that the necessity and the feasibility of the government borrowing the idea from the enterprise. In the third chapter, practice cases are used to demonstrate that some departments of government has applied the approach of performance evaluation and made innovations. In the concept of performance evaluation, it is well studied that the concept of result orientation in Shenzhen, the concept of customer orientation in Qinzhou of Guangxi, and the concept of third party assessment in the government Website of China. In the technical aspects, the research is based on the cases of the application of management by objective in Xiangfan of Hubei, the application of key performance index method in one city, the application of balanced score card in Qinzhou of Guangxi and the application of360performance evaluation method. In the forth chapter, it summarized the general problems that confronted with the government in the application of the concepts and approaches of performance evaluation of enterprises. In the fifth chapter, some suggestions are put forward according to the mentioned problems.In the end, we can reach a conclusion based on the analysis above that the government has made certain achievement in the performance evaluation learning from enterprises though there are much to be desired. All in all, the performance evaluation of our government is still in the stage of exploration, which means that only through continuous innovation the performance evaluation of the government can adapt to the development of the economics and the society.
