Citizen Participation In Public Crisis In Contemporary Chinese Cities Study

In the global and technological time, the crisis has become a big problem for all human beings, which can not be avoided by us and will be disastrous to the human beings. The eruption of urban sudden public crisis in many cities proves that the crisis is everywhere and the crisis erupted at any corner on the earth could quickly affect everyone; it poses a serious threat to human's survival and development. The new features of the urban public crisis bring unprecedented challenges to government. Alone a single center of the governance in the complex, ever-changing and dynamic urban environment, the government's governance is inefficient. With the development of the theory of urban public governance and the growing of civil society, we have a clear understanding that city government is not the unique public crisis governor, but as the main of urban citizens of social organizations, civil society organizations and other self-organizing groups are important governing body.The effect of public crisis governance is not only a test for government's existence of legitimacy and its ability dealing with variously complicated situations, but also is the key related to the human's safety and happiness. Governance of urban public crisis not only needs the city government as the governor who timely and accurately formulates public policies and reasonably exercise the public power, but also needs the active participation of the majority of urban citizens who play the collective wisdom and contribute their strength to achieve social public interests of the city. Emphasizing on citizen participation in urban public crisis governance will promote the city government and citizens'participation to organically connect and beneficially interact. However, citizens'participation in urban public crisis governance exists varied degree of institutional barriers and present conflicts, and how to analyze and solve these problems needs the joint efforts of the whole society. Only with the guide of city governments and the participation of urban citizens, urban public crisis governance could achieve the desired effect, human's survival and development could be safeguarded and society would be better and more favorable.This thesis can be divided into six parts and it discusses the problem which related to the issues of citizen participation in urban public crisis governance. The first part analyses the background, significance and research status of citizen participation in governance of urban public crisis. The second part elaborates the theoretical concepts of public crisis, public governance, and public crisis governance and so on. The third part immediately analyses the theoretical basis of citizen participation in urban public crisis governance as well as the role of citizens in governance of urban public crisis, further demonstrates the necessity of citizens participating in urban public crisis governance. The fourth part recognizes the achievements of our citizens'participation in urban public crisis governance on the one hand, points out the problems of our citizens participating in urban public crisis governance and analytically summarizes the causes on the other hand, which is the focus of study. The fifth part proposes the learning experience and inspiration for Chinese citizens participating in urban public crisis governance by the exposition of relevant cases on citizens'participation in foreign urban public crisis governance. The sixth part bases on the above chapters and puts forward the best way to realize urban public crisis governance-pluralistically participatory governance model.
