The Study On Citizen Participation In Public Crisis Governance Of China

The arrival and deep development of globalization have already made the domestic and international environment more and more complicated which brought many unstable factors in the process of our social development. In the meanwhile, China has been suffering a variety of changes in more competitive society, more rapid population flow and differentiation which results from the economic transformation and social transition and in climate and ecological environment which reveals many deep problems and contradictions unsolved in our society. All these unsteady and complicated factors have already caused more and more crisis incidents in the aspects of public security, health, transportation, energy resources, municipal administration and so on. From the time interval we can even conclude that the public crises are showing the character of normalization which threatens people's life property safety seriously. Therefore, public crisis governing has become not only the focus of worldwide concerns but a more and more important research field in the view of public administration.Facing the increasingly frequent public crisis incidents, conventional and single governing mode by government has been exposed inherent limitation. As victims and interest-related groups, the citizens begin to notice that their participation consciousness is reviving and their participation ability is getting constant improvement. Consequently, we should promote citizens' participation status as one of the main governing roles and create the participation conditions for them through the ways of promoting citizens' ability, perfecting the legal system, establishing the information platform, optimizing the organization system and specifying the points of different phases of crisis governance so that the citizens can participate in the process of public crisis governing positively with other main governing roles such as government and the third sector. The formation of synergistic effect on public crisis governing is critical and has practical significance to search for the new governing mode and deal with the public crisis more efficiently.
