With its fundamental position in social security system,social assistance is thefinal line to defend the social security safety net and,therefore,play an irreplaceablerole in the efforts to guarantee basic human survival needs and maintain socialstability and harmony.The series of urban low social assistance is in response to theconcept of People-oriented.By global analysis of the social assistance in Xuan CoalMining area,I am intend to reveal the problems existed and put forward measureswith expect to well complete our social assistance system by taking the Xuan coaldistrict as an example.In the first section, I overview the background of the issue and outline itssignificance with a review of achievement in social assistance by internal and externalgroup; In the second part, I make a brief summary to the theories of poverty andsocial assistance; the third part is concentrate on assessing and analyzing the actualsituation of social assistance in Xuan Coal Mining, Shanxi Province and stressingthe problems during the practice; The fourth section I set out all the factors affectingsocial assistance in Xuan coal mining area; Part five is my comments and proposalson the social assistance in Xuan coal mining area. Part six is the final conclusionconsisting on our efforts to assist China low statue groups in the social assistance viathe research in Xuan coal mining area.The analysis methods in this paper are:First, documentary research, that is weget the worthy study methods by organizing and analyzing the previous; Second, thecombination of empirical analysis and normative analysis, by studying the socialassistance situation in Xuan Coal Mine of Shanxi Province, we find the regionalproblems and put forward suggestions of improvement; Third, field data collectionand social survey by visits, research and then get the final data which make the papermore practical.The conclusions of this article are as follows:1.In Xuan coal mining area,social assistance to guarantee the low statue groupshas made a great progress. But but some problems still exist: the unilateral and unjust comprehension of the subsistence allowances policy; the low level in social assistancewhich is difficult to guarantee the basic needs of people in minimum living conditions;the unfair evaluation of applicant's income and their real living situation; thestagnation of re-employ after demission; lack of qualifications in the staff of socialassistance.2.The factors Impacting social assistance in Xuan coal mining area: socialassistance methods is relatively homogeneous; funds for social assistance is notconcentrate; traditional values hinder the development of social assistancereform;social assistance is in low level; social assistance management is lack ofoverall planning and arrangements.3.Propasal and measures to strengthen the social relief work of Xuan coal District:provisions to the minimum target period, make the policy truly transparent andaccurate; help subsistence allowances group in reemployment; broaden the sources offunding of social assistance, diversify the social assistance targets; vigorouslydevelop the philanthropy; strengthen the forces of social work, and raise the level ofmanagement; combine the special assistance and social assistance, protect the sociallife from all aspects.4.Renelation the experience of Xuan coal area in guaranteeing social assistanceis constitute a reference to the similar work in other region. Such as: the social isessential in building the harmonious society; the single social assistance frameworkshould transferred to a social assistance system complete; we need to constantlyimprove the social assistance system in legislation; social assistance should developfrom the micro level to macro level; social assistance should not be tolerant instead ofbeing exclusive.
