Now, China is in the social transition period.In thisperiod,the country have more modernization, and will facing moresocial risks.There is no doubt that the public security organ inresolving the social risks, safeguarding social stability play adecisive role. But, the present stage our country public securityorgans of the management, it also faces some short-term inside cannotcompletely solve the bottleneck problem. Such as: the lack of policeforce, lack of funds, lack of preparation.
