Now, China is in the social transition period.In thisperiod,the country have more modernization, and will facing moresocial risks.There is no doubt that the public security organ inresolving the social risks, safeguarding social stability play adecisive role. But, the present stage our country public securityorgans of the management, it also faces some short-term inside cannotcompletely solve the bottleneck problem. Such as: the lack of policeforce, lack of funds, lack of preparation. In order to solve a seriesof problems, our country begins to learn the advanced experience ofwestern countries, the public security organs into civilian employeesystem, alleviated on certain level public security organs capital,police, the problem of the preparation. However, due to the differentstate system, government, China's trial of civilian personnel system,and foreign civilian employee system is different, at the same time,also existing such and such shortcomings, we continue to explore.In this article, based on the A city public security organsexisting civilian employee management system, in-depth investigationand Analysis on the basis of the study, from the perspective of humanresource management in Chinese public security civilian employeemanagement system deficiencies, and aiming at problems, trying to putforward the corresponding solutions. From the development of humancapital angle, it discusses the public security organs civilianemployee management system development.
