It is an indispensable important force that auxiliary police is directly led by the public security organs to assist policemen to maintain social stability. But the management means of the auxiliary police force by public security had stayed in the traditional stages of labor management and personnel management for a long time, hampering the auxiliary police force professional, standardized and scientific development process. To solve development challenges, with the background of current social management innovation, this article based on the status quo of Ningbo’s auxiliary police force management in public security organs, introduced human resource management theory, and study constructing of human resources management mode for auxiliary police.Human resources management mode for auxiliary police aims at exploring new kinds of team management method, concept and mode corresponding to the reality of Ningbo public security organs. Its construction is to completely address the four key issues which the traditional management tools had failed in solving:the concept and social positioning of auxiliary police should clear, the team management and using of auxiliary police should specification, the police works functions and role of auxiliary police should enhanced, the personal development and value achieved of auxiliary police should guarantees.This article proceeds from cracking the enormity of the task of Ningbo public security management and resource constraints contradictory realities of police needs, fits the background of current social management innovation, instances of police operations and staff management, based on the data, with the help of advanced theory of human resources management, through theoretical considerations, information-gathering, investigation and interviews, document review and comparative analysis of five steps, completes the whole of study.Main work and results has:(1) use the experiences of other countries and our country for reference from ancient times to the present, established has building auxiliary police human resources management mode of macro thought;(2) analysis study police work faced of situation, clear has building auxiliary police human resources management mode of reality environment;(3) combined human resources management4P mode and specific operation of5stages of expand, design has auxiliary police human resources management of innovation mode;(4) dialectical treats opportunities and challenge, clarity of construction of auxiliary police human resource management advantages and disadvantages.To sum up, this article is the study of human resource management theory to guide the practices of the auxiliary police force management by public security organs, and has a certain practical value and significance to achieve the management object of that auxiliary police troops mobilized, commanded, controlled, used for social.
