In 2001, the basic spirit of the "the Summary of Basic Education Curriculum Reform (Trial)" issued by the Ministry of Education is: paying attention to the non-rational development, for example, the emotion, the attitude, the will, and so on; the basic content is: let each student develop, promote each student included the learning-difficult students in their original level. Under the background of the Reform of New Curriculum Reform, the educational problem of the learning-difficult students (i.e. "Poor Students") are received more and more attention from school, even society.In the stage of middle school, the doggerel is widely spreading that is "Physics is difficult, Chemistry is complex, and the Maths'problems, is not finished." In middle school, especially the high school stage, learning-difficulty in Physics has become a common phenomenon. Therefore, this research selected the learning-difficulty in Physics as topic in research, selected the learning-difficult students in Grade Two of high school as the objects in research, take questionnaire method, interview method, and experiment method as the main method in research, proposed strategies to promote the transformation of physical "Poor Students" from the four elements in education and the teaching-method, and then put the strategies into teaching practice, to test the effectiveness.This research found out the subjective and objective reasons which caused the students in high school to learn difficultly in physics, from students, teachers, teaching contents and teaching ways, mainly through the questionnaire and interview investigational method. In response to these reasons, this research has given the homologous educational countermeasures: in the aspect of students, they must generate learning interest, stimulate learning motivation, correct learning attitude, improve learning method, explicit learning faith; in the aspect of teachers, they must conduct emotional teaching, use the "Pygmalion effect" to encourage and promote the development of students, at the same time they must constantly enhance their own quality of self-cultivation, concentrate on study, let every student have the biggest development; in the aspect of teaching contents, we must active knowledge with pictures, words, sounds, and then present the knowledge to students to simulate each kind of sense, insert the content of the history of physics, cultivate their lofty values; at the aspect of the teaching methods, based on the Layered-teaching Theory, we must base on the principle of the information technology teaching, concurrently take the method of chalk and blackboard to teach, according to different teaching needs, we must use a variety of teaching methods flexibly, to enable the classroom instruction achieve to the best effect. In this way, we carry the information technology teaching method with the Layered-teaching Theory in the class, and carry the individual guidance and education measures after class, and then we can play a multiplier effect if we combined in and after class. After the testing of teaching practice for three months, the teaching practice was more obvious, that proved that the educational countermeasures and educational model can promote the conversion of the "poor students" in physics in high school.
