In this article, the author studies the characteristics of the structure of non-sport population of the city of Fuyang and the features of their participation in sports using such methods as literature and data review, questionnaire, mathematical statistics and logic analysis, taking the non-sport population as subject. The author concludes that the characteristics of the structure of non-sport population are:the percentage of those occasional male sport participants in male population is not clearly different from that of the occasional female participants in female population; the percentage of female non participants in sports is markedly higher than that of male non-participants in sports. The percentage of occasional young participants in sport activities is strikingly lower those of other groups of people; the percentage of young non-participants in sports is visibly higher than those of other groups. The highest percentage of occasional participants in sports activities comes from non-production professionals; the lowest percentage of non participants in sports activities is from those involved in manufacturing activities. The highest percentage of occasional participants in sports is seen in colleges and universities; while the highest percentage of non participants in sports is found among illiterates. The features of occasional participants in sport activities are manifested as follows:quite big differences exist in terms of the extent of exercise; the content of exercise are mainly walking and running; the venues for exercises are mainly concentrated at non-exercise spots in parks; the exercise is mainly carried out with friends or on one's own; the purpose of sports is chiefly to strengthen body and prevent and treat diseases; the interest in sports comes largely from the influences of school P.E. and media such as TV.According to the analysis done, the critical factors that affect non-sport population's participation in sports are:busy work schedule, lack of interest, lack of venue and facilities, busy household work and physical health. Through studying the structural characteristics of non-sport population and related factors, the author has come to some constructive strategies for the conversion of non-sport population into sport population.
