The population reproduction way in China has been changed from "three high" to "three low", which is a fundamental change, and it is under the change level now. The main problem of population in China is the population number and the population structure instead of the population number problem only in the past. The population transformation in China realized under the birth control policy function for about 30 years, which is a natural process accompany with the social and economy development in the need of about a hundred years in developed countries, and the development has achieved a higher stage when the population transformation realized. Because of the different development phase, the population transformation rule is different from the developed countries, and the performances are: large population number, low level of development, short and fast. Jinan is the political center, the economic center, the science and technology education center, the cultural center, the transportation flows center and the regional financial center of Shandong Province. According to "Metropolis Circle Plan of Jinan ", the Metropolis Circle take Jinan as the core will become the key position connecting with the Yangtze River delta, facing the area south of Yellow River. It will become the international competition strength the foundation industry, the advanced manufacturing industry and service industry center in the south of the link Bohai Sea economical circl. Therefore, based on the population transformation in China, Jinan has its own characteristics on population transformation, displays in following three aspects:1. To forecast the population growth of Jinan in the future should consider all kinds of social economy influence factors;3.
