Because of the current national conditions, some China's universities found enterprises, which is a specific phenomenon in the world. Many university-owned enterprises played a positive role in the development of universities. However, as the development of economy and the expansion of university-owned enterprises, more and more issues popped up, universities take on the risk of business operation. Whether university-owned enterprises should continue to exist or not? Studies have a different opinion on this question. This article compares the development of local university-owned enterprises with those abroad in order to acquire international experience. Based on the philosophy of university and the efficiency of the distribution of resources, universities should exit from enterprises in the future. This article also discusses the way to socialization—" equity decentralization".The reformation is a gradual process, it can't be a rush. This article proposes different mode of development on different type of university-owned enterprises for two different periods. Considering current national conditions and stabilization of reformation, high-tech enterprises of university should exist now and establish a modern-corporate system.Recently, Ministry of Education requested normalization on the institution of university-owned enterprises. The goal of reformation is establishing a modern-corporate system. This regulation is actually a preparative step to final socialization. The article presents the normalization background, studies its detail, discovers the problems and obstruction in the process of institution normalization and analyses the reasons. Based on the analysis ahead, the study gives advises to the government, universities and university-owned enterprises on the reformation.
