At present ,in China the minimum living standard security system for the handicapped can not fully function, only limited to the relief of absolute poverty, but ignoring poor risk caused from the edge of poverty groups, including people with disabilities, which leads to the legitimate rights and interests of social vulnerable groups are not well protected. Deficiencies in this system: the development authority of the standards derived a lot of negative tendencies; minimum standard is generally low; regional differences exist; the standards are not reasonable enough, inadequate approach for the setting of the minimum standards, measurement method of the minimum standards of is not simple and practical, lack of mechanism for the standards adjustment etc, which result in the subsistence rights of the handicapped are not fully protected. Therefore, the study of minimum living standards for disable people has an important significance.This paper focuses on the study of the subsistence security standards for the disabled, analysis a number of issues of the minimum living standards of disabled people, and puts forth policies and suggestions on the basis of the previous studies of the subsistence security standards conducted by others.To effectively ensure the basic living of the disabled poor, our government not only need to increase the strength and intensity on support for the handicapped, but also to give special support to the families with disabled members, namely, to take General plus Special in aid standards, establish a mechanism to timely adjust the standards according to the CPI changes, and formulate specific policies to the severely disabled, the family with more than one disabled members, the old and handicapped people, the old disabled people without child to live with, so as to improve the minimum living security system for the handicapped people.
