Gender Study On Multidimensional Poverty Of The Minimum Living Standard Assistance Recipients

The study conducts a gender analysis of Multidimensional Poverty among the recipients of low-income insurance.Focus on the poverty situation of the recipients in the four dimensions of education,health,quality of life and social relations besides income poverty.We can understand the multidimensional poverty performance of the recipients,the contribution rate of each dimension to the multidimensional poverty and the gender differences in the causes of poverty through measuring the multidimensional poverty index,This study uses the survey data of the low-income recipients in Hubei Province,and combines the previous studies on multidimensional poverty and the actual situation of the low-income pension recipients.The survey indicators of multidimensional poverty were identified as four dimensions: education,health,quality of life and social relations,in total 10 indicators.We use AF multidimensional poverty measurement method to calculate the multidimensional poverty index,the incidence of multidimensional poverty and the degree of deprivation and the contribution rate sexually.We use binary logistic regression model to analyze the influencing factors of Multidimensional Poverty of recipients.The results show that more than 30% of the recipients of low-income insurance suffer from multidimensional poverty.Multidimensional poverty of recipients is mainly manifested in education and health.Nearly a third of the recipients were uneducated,and the deprivation of educational opportunities for female recipients was even more serious.More than half of the recipients were in poor health,a quarter of the recipients were physically disabled and the health condition of men was worse.Due to the implementation of medical insurance for urban and rural residents,most of the recipients can enjoy medical insurance,the coverage rate of urban medical insurance is relatively low.In the quality of life of the recipients,the use of clean fuels and indoor toilets is relatively low,and the rural recipients suffer more severe deprivation.In social relations,male recipients of lifelong marriage rate is higher,the city suffered more serious social exclusion recipients.By calculating and decomposing the Multidimensional Poverty Index(MPI),we found that under mild Multidimensional Poverty(K < 0.3),women have higher Multidimensional Poverty Index and incidence.However,the problem of male deep Multidimensional Poverty(K > 0.3)is prominent.At the same time,the multidimensional poverty of elderly women is more serious,and the deep multidimensional poverty of rural men is more obvious.In terms of contribution rate,the four dimensions leading to multidimensional poverty contribution rate are education,health,quality of life and social interaction,respectively.However,in the case of deep multidimensional poverty(K =0.5),the contribution rate of education dimension and social interaction dimension is basically the same.Education dimension contributes more to the multidimensional poverty of rural and elderly female recipients,while health and social interaction contribute more to the multidimensional poverty of male recipients.Gender significantly affects Multidimensional Poverty of low-income recipients,and women are more likely to suffer from multidimensional poverty.However,with the deepening of poverty dimension(K > 0.3),the impact of gender on multidimensional poverty is no longer significant.Expansion of family size can reduce the incidence of multidimensional poverty,which is significant only at K=0.3.The number of the elderly increases the possibility of multidimensional poverty of urban recipients,while the increase of the number of children reduces the possibility of multidimensional poverty in urban areas.Social assistance can alleviate the multidimensional poverty of the recipients,which has a greater impact on the multidimensional poverty of men.But long-term dependence on social assistance will aggravate multidimensional poverty.The alleviating effect of social support on poverty of the recipients lies mainly in their satisfaction with social life.The likelihood of Multidimensional Poverty of the recipients will decrease if the recipients satisfied with their social life,but the effect is limited in male and rural recipients.In addition to income poverty,the recipients of low-income insurance are also facing multiple dimensions of poverty,and their development ability is limited.After 2020 when all poverty eradication,social assistance will continue to play its role of security,and the relief system needs to be further improved.The study suggests that we should adhere to the principle of gender equality,pay attention to individual differences and gradually eliminate multidimensional poverty.In view of the high incidence and complexity of multidimensional poverty,it is suggested to target and rescue the low-income groups from the perspective of multidimensional poverty.Stick to the combination of monetary assistance and service assistance to improve the recipients' sense of access.We will give full play to the role of social insurance and social forces in protecting the poor.Due to the gender differences in manifestations and causes of multidimensional poverty,it is suggested to pay attention to special types of poverty groups based on
