Along with the expansion of open-up pattern in China, acceleration of urbanization progress and development of regional traffic system in the new century, regional integration trend in Yangtze river delta is especially obvious in acceleration of metropolitan and urban agglomeration development which has stepped into a new stage. Apparently the progress of Yangtze River delta integration is cooperation and integration, but in fact it is competition and discrepancy. This integration progress is actually a reshuffle and it will lead to more intensive competition. Inevitably the cities will become integrated in Yangtze River delta, which city will emerge as the core eventually, and which city will combine the others. The fundamental competition relies on which city would possible be the first to break though the status of industrial isomorphism and establish new advantages of industry transition and upgrade. Industrial structure depends on the talent structure. Nowadays the core of worldwide competition is human talents, especially the competition of high level talent. Therefore, development and utilization of high level talent has become a significant factor of comprehensive competitiveness among cities in Yangtze River delta.Based on the whole Yangtze River delta, hereof this paper especially analyzes the relationship between the high level talent policies in Wuxi and other areas, explains its overall situation and surveys its losses and gains. The paper also introduces experience to attract high level talent in other countries and districts, and proposes suggestions on how to adapt situation and acquire competitive advantages.This paper aims at appealing the government to go with the background of cooperation and development in Yangtze River delta, carry out corresponding reform and practice policies, and settle the bottleneck problem of the existing talent policy. More importantly, the government should give full play to favorable local advantages on talent competition, establish high level talent policy system with city industry feature, and build regional talent reform system in various aspects.
