| Secondary vocational education is one of the most closely linked educations with regional economic and social development,and shoulders the important task of cultivating high-quality technical and technical talents for the country.But for a long time,the development of my country’s secondary vocational education has been criticized.As the Yangtze River Delta region,one of the regions with the highest level of economic development and the richest human resources in China,the middle vocational education is also problematic.In 2019,the State Council issued the "National Vocational Education Reform Implementation Plan",which clearly stated that the level of development of secondary vocational education should be improved.Based on the guidance of national policies and the needs of regional industrial transformation and upgrading,the Yangtze River Delta region has continuously increased its investment in regional secondary vocational education.In the context of increasing investment,the efficiency of resource allocation has inevitably become the focus of attention.Therefore,it is necessary to scientifically measure the efficiency of secondary vocational education resource allocation in the Yangtze River Delta and to find out the factors affecting the efficiency of resource allocation.It is very necessary to provide scientific and effective information for optimizing regional secondary vocational education resource allocation and improving regional resource allocation efficiency.This study selects the secondary vocational education in 31 provinces across the country as the evaluation object.Based on the principles of purpose,scientificity,system and operability,6 input indicators and 2 output indicators are selected to construct secondary vocational education resources.Allocation efficiency evaluation index system.Use the data envelopment analysis(DEA)method to calculate the specific conditions of the resource allocation efficiency of secondary vocational education in the three provinces and one city in the Yangtze River Delta from 2009 to 2018,and perform projection analysis on the provinces and cities that are ineffective in resource allocation efficiency,In order to explore the 10 years of the efficiency of secondary vocational education resource allocation in the Yangtze River Delta and the reasons behind it.In order to better grasp the dynamic trend of the resource allocation efficiency of secondary vocational education in the Yangtze River Delta and the influencing factors behind it,this study uses the Malmquist index to dynamically analyze the data from 2009 to 2018.The main research conclusions of this paper:(1)The overall level of resource allocation efficiency of secondary vocational education in the Yangtze River Delta is not high,and the ineffectiveness of pure technical efficiency is the main reason for the invalidity of DEA;(2)Secondary vocational education in the "three provinces and one city" in the Yangtze River Delta The efficiency of resource allocation varies greatly between provinces;(3)The "three provinces and one city" secondary vocational education in the Yangtze River Delta is at different stages of scale returns;(4)Pure technical efficiency and technological progress promote the resource allocation of secondary vocational education in the Yangtze River Delta The key to efficiency improvement;(5)The focus of improving the efficiency of secondary vocational education resource allocation in the "three provinces and one city" in the Yangtze River Delta is different.Based on the above research findings,this article proposes the following policy recommendations:(1)Accelerate the integration of secondary vocational education in the Yangtze River Delta region,and remove the institutional and mechanism barriers that limit the efficiency of resource use;(2)Actively improve the standardization of education and teaching,and promote education and teaching Improve the level;(3)Continue to promote and strengthen the reform of the talent training model led by the "integration of production and education,and school-enterprise cooperation";(4)Take multiple measures simultaneously to create a high-quality and professional "double-qualified" teacher;(5)The "three provinces and one city" in the Yangtze River Delta region should promote various reforms of secondary vocational education in the region according to local conditions. |
