Since the reform and opening-up policy released in the past 4 decades,with the deepening of reforms,the national economy has achieved rapid growth,and the growth rate in the Yangtze River Delta region including Shanghai,Jiangsu,Zhejiang,and Anhui provinces has performed particularly well,and always maintained at the top.It has gradually become China's core economic circle.After 2011,In order to achieve economic transformation,China is developing towards an innovative economy,and the economic growth rate of whole country has slowed down,and the Yangtze River Delta region is no exception.During the new transition period,it is imperative to find a sustainable and healthy growth pattern to keep the economic increase.The paper first summarizes the theoretical concepts related to human capital and the research results of scholars on human capital.Then,according to the selected data,after comparison the measurement method suitable for human capital in the Yangtze River Delta region is achieved,which is measured by the average years of education.Then,based on the calculated results of human capital stock in the Yangtze River Delta region,the paper discusses about its human capital from the perspective of time and the comparison between provinces and cities in the region.The spatial and temporal characteristics and existing problems of human capital are different for the specific situation of different economic development stages among these provinces and cities.The quantity,quality and structure of human capital are various,which is identified through time and space analysis in order to adjust and improve the quality of human capital and promote the balanced development within the region.Then combined with the characteristics of economic growth in the Yangtze River Delta empirically analysis on the impact of human capital stocks in the region on economic growth comes out.In terms of empirical research,this paper builds a fixed-effects model based on the calculation results of human capital stock in the Yangtze River Delta region from 2000 to 2018.According to the results of theoretical analysis,relevant instrumental variables are added,and the two-stage least squares method is used to verify the significant positive impact of human capital on economicgrowth.After empirical analysis it is concluded that the current human capital with huge room for improvement in the Yangtze River Delta has a positive impact on regional economic growth,however,the contribution rate of human capital to economic growth is far less than another important factor of production,physical capital.The spatial autocorrelation test also shows that the human capital in the Yangtze River Delta has positive spatial autocorrelation.The spatial agglomeration level is high,and the spatial correlation of economic growth rate gradually approaches the spatial correlation of human capital.Finally,on the basis of empirical conclusions,in order to optimize the structure of human capital and improve the efficiency of the contribution of human capital to the economy of the Yangtze River Delta region.this paper proposes human capital policy recommendations for promoting economic growth in the Yangtze River Delta from three aspects: improving the talent market and promoting the flow of talents;rational development of the resources of the elderly;improving the quality of workers in line with the times and regional development.
