The global competition is increasingly fierce. The competition between the states has turned into a competition between people and technology. The nations pay more attention to the Higher education. However, faced with the rapid development of the society and economic, this inherent higher education system has been unable to meet the needs of that, therefore, the rise of private colleges has its historical inevitability. As an important part of higher education, private colleges are laden with a tremendous historical and social responsibility. Since the development of private universities, the majority of private colleges have taken shape, and formed a school entity that has different school forms, different school characteristics as well as different training objectives and tasks. It has made many contributions for higher education. However, private colleges also encountered many problems in their development process, For example, education the lack of infrastructure due to the lack of funds, shortage of teachers, ill-defined property rights and repeated social discrimination. In this paper, faced with the development of private universities, we analyzed the problems in the development of private colleges, and through the existing policy and theory, learn from the development experience, we put forward some private colleges’development strategies and suggestions accords with our national conditions. On the premise of improving the development situation, made the development theory of higher education rich and promote the practice and reform of higher education.Compared with public colleges, the road of private colleges and universities business and development model is special, which determines the private colleges and universities is more vulnerable to the risk in the process of development. Reasons for the development of risk of civilian run colleges and universities are divided into internal factors and external factors, internal factors include educational purpose is not clear, the infrastructure is not perfect, management personnel allocation is not reasonable and the shortage of funds; the external factors include laws and regulations are not perfect, imperfect management mechanism and social discrimination. To promote the development of private colleges and universities, not only in private colleges itself responsibility, but also the government and social responsibility. Therefore, the private universities to do a clear teaching aim, to establish the scientific concept of development; to strengthen the risk prevention consciousness, to enhance their ability to cope with risk; to improve the corporate governance structure, improve the scientific decision. At the same time, the government also needs to undertake the corresponding responsibility in private colleges and universities to promote the development, make scientific planning for the future development of private colleges and universities; improve the financial, education, social security and other relevant policies and regulations; strengthen the supervision work in private colleges. To promote the development of private colleges and universities depends not only on the private colleges and universities to improve their own quality, at the same time, needs the joint efforts of government and society.
