The quality of teachers is the ideological and psychological characteristics existed in their teaching activities, which determine the effect of teaching and influence the students'moral and physical development. English teachers, as a common but important group, are taking charge of producing good English learners. Especially under the enforcement of National English Curriculum Standards, teachers'development gets both chances and challenge, which focuses more eyes on the present situation of teachers'quality. According to the arrangement of education administration in Shangrao city of Jiangxi province, the junior middle schools of the city were enforced NECS in fall 2005, and the senior middle schools in September 2008. In order to make clear of the situation of English teachers in Shangrao middle schools, the author investigated teachers there based on the questionnaire which were designed under the theory of teacher education. Strategies and advice for improving the quality of English teachers in NECS is put forward as well.The paper includes four parts.The first part introduces the background of the selected research, the purpose and meaning of the doing, and summarizes the related documents.The second part presents the definition of teachers, quality, the quality of teachers, English teachers'quality and the quality of English teachers in middle schools. At the same time, it describes the features of students in middle school and the foreign language they are learning, as well as the NECS. With the listed description, the author analyzes specific qualities that English language teachers should obtain.The third part is the investigation and research. On the basis of the following five aspects: 1) career ethics,2) expertise quality,3) emotional quality,4) the teachers'students-evaluating opinion,5) the teachers'academic research and creativity, a questionnaire is designed to carry out on 130 English teachers from Shangrao city, the county, and the town. After analyzing the questionnaire, the author get some information:1) the quality of middle school English teachers is in satisfied level and fit the need of middle school teaching; 2) the five aspects of qualities exists differences, such as high level in teaching skill but low in social, emotional teaching, and academic research; 3) the teacher training and teacher education is necessary to be strengthened.The fourth part is strategies and advice. By combining the results of questionnaire, the features of NECS, middle school students and English language they are learning, the author put forward advices to improve the quality of English language teachers:to enhance English teachers'career ethics; to have NECS course training to improve English teachers'emotional teaching and student-evaluating opinion; to have school-based-training to make teachers' expertise quality perfect; to construct self-learning system for awareness of life-long learning; to encourage teachers to do academic research throughout English language teaching.The fifth chapter is the conclusion of the research summary, limitations and aspects of further research.
