Balanced development of elementary education is an important item of one period in the future of our country,which cannot be achieved without the balance of teacher disposition.As a kind of educational resource,teaching staff has an essential difference with other rigid education resources,teachers have their respective culture and their own value selection as initiative main bodies.During the process of allocating resources,it is hard to resolve this problem by increasing investment in short time,therefore,appropriate allocation of teaching staff has become the most important work in promoting balanced development of elementary education in all regions.For a long time,the level of ethnic areas is comparatively low, promoting the balanced development of ethnic education has become the most important item of improving people’s livelihood and construction to a hannonious society.However,one of restriction factors is the lack of excellent teachers and unreasonable structure of teaching staff. To improve the situation,our country has made a series of policies that support and improve the teaching staff in ethnic areas.By the efforts of our country and relevant departments, the majority of ethnic regions has made the great progress in improving the faculty at present and the problems ethnic areas facing have changed from "how to have" to "how to be good". In such a new situation,it has been the important content to further improve local education level and promote the development of school education, that is how to give a reasonable and appropriate teaching staff to fit local unique culture and education work.The nationalization of teacher disposition focuses on the problem how to make a perfect combination between teaching staff construction and all aspects of all ethnic areas’ education development included special background,economic development and social culture etc, which emphasize that we should formulate the policies flexibly fitted to the local teacher disposition under the different practice of varied ethnic teacher disposition and the different development of ethnic education. To deeply comprehend the problem,the writer choose Menghai county with strong ethnic characteristics as the object of this study.From the perspective of theory of nationalization of teacher disposition and detection-attribution of recent situation of teacher disposition in Menghai county, we further study the theoretical value and practical meaning and put forward a thought and proposal about the nationalization of teacher disposition.
