Teacher professionalization as strategic measure in improving education quality,is that school pre-occupational cultivation theoretical foundation and after-employment countries training practice basis.And one of the main measures in enhancing teacher's professional specialized level is implement teacher's qualification system. Teacher qualification system is a specific professional recognition and licensing system which implemented on teacher profession by th State, stipulates the necessary condition as teachers' knowledge,skill,ability and experience and provides teachers qualified exam,check the basic procedure. Teacher qualification system is a system, consists of teachers'qualification certification system, teachers' qualification examination system, teachers' qualification certificate management system, formal performance for holding teacher qualification certificate issued by the state. Since the 1993 law of The People's Repubic of China exlicity proposed "teachers'qualification system", nations gradually issued "Regulations'of teacher qualifications," and "qualification of the transitional arrangements" and "implementation measures of teacher qualification regulations", initially formed a system of qualifications for teachers system of laws and regulations in our country and the implementation of the teacher certification system provides a legal basis and guarantee.Related document analysis and work study indicate following problems since the implementation of teacher certification system,there mainly exist entry qualifications threshold too low, lack of correlation between teachers'qualification system and teacher career planning, especially the improvement of professional abilities, teachers'qualification system without layered, teachers'qualification examination become formalistic and etc,the series of problems,escially cannot reflect the specialization of teachers in the content, process, and hierarchical etc, for the teachers to enhance the ability of requirements.The object of study in this research is our cuntry primary and middle school teachers'qualification system,mainly adopts literature, comparison and analysis, teachers' specialization in research on the theory and practice of teachers' qualification system two aspects of the request basis, and on the basis of a comprehensive collection and system settle abroad developed relevant state teachers' qualification standards, examination, certificate management etc of literature,comparative analysis of Chinese teachers to perfect the beneficial practice qualifications system. And then we study teachers' qualification system implementing existing problems and the concrete manifestation, the research questions main influence factors, from teacher training system, teacher qualification application system, teachers' qualifications examination system, teacher qualification system, teacher qualification certificate management system etc. to put forward some countermeasures and suggestions.The paper is divided into five parts. The first part is the Introduction; the second part is logical basisi of the teacher qualification system research; the third part of developed national teachers' qualification system main methods and enlightenment; the forth part of our teacher qualification system implementation status and problems; the fifth part of perfect our country's system of qualifications for teachers suggestions.
